Lore:
18 years ago, an epidemic called "Psychedelia" has spread all over the world at rapid speed. It is an illness that impairs humans’ psyche, causing people who contract it to go insane. Ciar City used to be one of the hotspots plagued by this epidemic, thus, an official lockdown order from the government has been issued as an extreme measure to curb the high infection rate of this illness.

Originally, Ciar City was a base of sorts that used to supply survivors with basic essentials to live and weapons. While initially survivors used guns, they discovered that sound waves are much more powerful in fighting the plague. So from this initiative, when the City was locked down forever, music bands were created. They are organized armed groups that are permitted to wield the instruments by the government.
